Officials are accusing Russia of smaller-scale assaults. President Vladimir V. Putin sought to turn the tables, saying that if Europe were to start a war, Russia is ready.
According to reporting by the Kyiv Independent, Kateryna Rashevska of Ukraine’s Regional Center for Human Rights told a congressional subcommittee that at least two abducted Ukrainian children were moved to the Songdowon camp in North Korea.
The officials in a joint statement said they made progress on creating a security framework for postwar Ukraine and are urging Russia to commit to peace.
