WASHINGTON — Director of National Intelligence Tulsi Gabbard is the subject of a mysterious whistleblower complaint that reportedly has languished for months while officials decide what to do about it.

The U.S. Director of National Intelligence (DNI) Tulsi Gabbard has been accused of wrongdoing by a whistleblower, but the complaint is so highly classified that it has so far been kept from Congress, The Wall Street Journal reported Monday.
